my heat pump will certainly not work during a power cut but neither will your gas boiler and central heating which requires power for its controls and for the pumping of hot water around the heating circuit.
The millions on direct electric heating would also be in the cold.

Get yourself a wood burner!
Your gas cook top or oven would work as an emergency source of heat I suppose.
